Overview

An evaluation of the UNICEF response to the South Sudan humanitarian crisis was initiated from March 2018, using the rapid and timely evaluation approach. The scope of that exercise was limited and focused on the child survival component of the response: WASH, nutrition and health. During a workshop in Juba in August, the SSCO requested that the other two sectors (child protection and education) be assessed as well. Thus, Phase II completes the work that was started in March 2018, by evaluating protection and education. This phase of the evaluation has a similar dual purpose as phase one: (i) building on phase I, to provide an independent assessment of UNICEF’s humanitarian response in South Sudan during the evaluation period, in order to promote accountability among key stakeholders; and (ii)to provide evidence-based learning and recommendations to guide UNICEF’s ongoing humanitarian response in South Sudan, the coordinated interagency response, and UNICEF’s global programming. The specific objectives for this phase of the work are as follows: • To assess the extent to which UNICEF has contributed to the protection of the children in South Sudan over the evaluation period (2016 to end 2018), and to suggest ways to strengthen its future role in this area; • To capture lessons from the education and child protection programme over the evaluation period, in order to inform implementation of the country programme and UNICEF’s global programming and practice. As in the previous phase, the methods for data collection includes: key informant interviews (KIIs), both with UNICEF staff and those from other organizations, documentary and data review, using mainly UNICEF materials, which were supplemented by field observations and some consultations with communities and local partners. It also includes a short survey with UNICEF country staff, and a similar survey with in-country partners.
