Overview
The UNAPS project is consistent with the objectives of the UNDAF and the goals of the SDGs, in particular SDGs 1, 3, 5, and 16. As far as State policies are concerned, qualitative information shows its adequateness. The obtained documentation confirms its adaptation to the Mexican legal framework, both in the materialization of the guiding principles of the LNEP and the probability of having a certifying entity. Despite its challenges, the project fulfilled practically all the activities, products, and results. The adjustments to the design, the modifications in the scope, and the clarification of the concepts allowed to define the size of each activity and its (intermediate) products, which contributed to the fulfillment of the project objective. Public officials considered the UNAPS Model and training very important and helpful for their daily work and recognized the UNAPS as a reference document at the state level to carry out self-assessments and define needs for improvement and adaptation plans, in addition to promoting the inclusion of gender issues and human rights and, in general, making visible and serving the especially vulnerable population in penitentiary centers and the families of inmates.
