About the Global Environment Facility (GEF) - Independent Evaluation Office (GEF IEO)

The Global Environment Facility (GEF) is a financial mechanism that provides grant and concessional funds to recipient countries for projects and activities to protect the global environment.  The governance structure of the GEF includes an Assembly, a Council, a Secretariat, a Scientific and Technical Advisory Panel and an Independent Evaluation Office.  Projects financed by the GEF are managed by 18 GEF Agencies. The GEF Independent Evaluation Office is functionally independent of, but administratively supported by, the World Bank. It is independent from the CEO of the GEF and reports directly to the GEF Council. The GEF Council decides on evaluation policy, discusses four year rolling work plans, approves annual budgets, and receives all evaluation reports. 

The Independent Evaluation Office (GEFIEO) has the central role of ensuring the independent evaluation function within the GEF; of setting minimum requirements for evaluation; of ensuring oversight of the quality of evaluation systems on program and project level and of sharing evaluative evidence within the GEF. The Office has the responsibility for undertaking independent evaluations which involve a set of projects and programs from more than one GEF Agency. These evaluations are typically on a strategic level, or on focal areas, or on cross-cutting themes.

Duties and Accountabilities

  • Develop the IEO communication strategy in consultation with management.
  • Work on dissemination strategies and products for the evaluations produced by the office.
  • Collaborating with other team members and brainstorming subjects for creative content to be posted on the IEO website.
  • Creating unique, simple-to-understand, and user-friendly content in the IEO website.
  • Writing new web content and editing existing content.
  • Manage the IEO social media accounts.
  • Editing and proofreading new content for approval of IEO management before posting/publishing.
  • Managing the distribution of content through various channels, including social media.
  • Analyzing performance indicators and web traffic and determining the effectiveness of created content.

 

Selection Criteria

 

  • Master’s degree with a minimum of 5 years of experience in communications, outreach, social media, or a related field.
  •  Excellent written and spoken command of English. Fluency in other languages is a plus.
  •  Solid experience of communication on evaluation and/or environmental issues, and media relations.
  • Excellent writing and editing skills; ability with minimum supervision to prepare and edit high-level communication products.
  • Strong understanding and experience with digital content and social media analytics.
  •  Solid understanding of project management concepts to propose and execute complex communications plans, strategies, and campaigns with minimal supervision.
  • Proven planning and organizational skills. Strong conceptual and research/analytical skills, with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
  •  Knowledge and understanding of environmental and sustainable development issues.
  • Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.
  •  Ability to juggle multiple tasks and work effectively under stress.
  • Strong attention to detail, multitasking, and analytical skills.
