IEO is led by the Director of Evaluation, who reports directly to the GEF Council. The Senior Evaluation Officer will report to the IEO Deputy Director and Chief Evaluation Officer under the overall guidance of the IEO Director.

The Sr. Evaluation Officer will have dual responsibilities for leading thematic evaluations as well as leading the development and application of methods in environmental evaluation.

The Sr. Evaluation Officer will have the following primary responsibilities:

  • Lead, co-lead and/or participate in thematic evaluations assessing the effectiveness of GEF interventions, with a particular focus on Biodiversity, Sustainable Forest Management and Land Degradation and related integrated approaches. This includes conceptualization and conduct of evaluations, including preparation of approach papers, drafts and final reports and data collection.
  •  As lead, co/lead or senior member of thematic evaluations, the senior staff will oversee the work of junior staff, including by providing quality-assurance (setting and upholding high standards of quality for various evaluations), and will engage with GEF Agencies and the GEF Secretariat staff in all stages of development of the evaluations, synthesis reports and learning engagements. 
  • Participate in other evaluations of thematic areas, programs and policies, independently or as part of an evaluation team.
  •  Provide Methods Advisory Support to IEO teams: This entails providing Methods Advisory support to IEO evaluation teams on quantitative approaches as well as data collection tools and manage a methods library. Build partnerships and hire partners with expertise to develop a range of quantitative and qualitative tools and products that advance IEO's work on improving M&E. More specifically, assist the team in consistent application of geospatial data and other quantitative approaches in evaluations, spearhead the acquisition of commercial geospatial data and socio economic data to meet IEO operational needs; provide geospatial insights into all IEO country evaluation work, manage the design and supervision of curation, storage and dissemination processes for  data, and provide guidance on technology development that will enable staff to discover, understand and apply geospatial and socio economic insights at scale.
  •  Lead, co-lead and/or participate in the development of Synthesis Notes (IEO Learnings), develop a special series of Learnings related to advanced methods and data collection tools in environmental evaluation, Post Completion verifications, and learning engagements and training on these topics.
  •   Contribute to the development of the IEO training on methods.  In coordination with the knowledge and communications officers, duties involve providing intellectual and content contributions to the development of IEOs training modules, and other activities.
  • Represent the IEO in engagements with relevant stakeholders, and in international meetings and networks, as needed.
  •  Travel as needed, to undertake any of the above functions
