Call for Evaluators - Evaluation of the Programme in Ukraine

The Office of the United Nations High Commissioner for Human Rights (OHCHR) plans to evaluate its programme in Ukraine https://www.ohchr.org/en/countries/ukraine.  We are looking for qualified consultants with the following profiles:

 Senior Evaluator/Team Leader:

  • Advanced university degree (Master's degree or equivalent) in law, human rights, social science, political science, international relations or related field. A first-level university degree, in combination with qualifying experience, may be accepted instead of an advanced university degree.
  • Minimum of 12 years of experience conducting assessments, reviews and evaluations of projects, programs or policies in the UN and/or other international contexts. Previous experience conducting evaluations of initiatives supported by SIDA is desirable.
  • Experience in evaluating human rights programmes, especially programmes related to human rights monitoring, accountability for human rights violations and abuses, access to justice, and protection of human rights defenders and related fields.
  • Knowledge of human rights-based approaches and the integration of disability and gender perspectives in evaluations.
  • Experience in integrating participatory and learning-focused approaches in evaluations.
  • Fluency in oral and written English is required. Fluency in Russian and/or Ukrainian is desirable. 
  • Knowledge of OHCHR is desirable.

Please note: the shortlisted candidates will be expected to provide a sample of the relevant evaluation reports. 

Evaluator/ Country Specialist: 

·       Advanced university degree (Master's degree or equivalent) in law, human rights, social science, political science, international relations or related field. A first-level university degree, in combination with qualifying experience, may be accepted instead of an advanced university degree.

  • Minimum of 8 years of experience conducting assessments, reviews and evaluations of projects, programs or policies in the UN and/or other international contexts. 
  • Experience in evaluating human rights programmes, especially programmes related to human rights monitoring, accountability for human rights violations and abuses, access to justice, and protection of human rights defenders and related fields is desirable.
  • Knowledge of human rights-based approaches and the integration of disability and gender perspectives in evaluations.
  • Experience in conducting evaluations in fragile conflict and/or post-conflict settings. Knowledge of integrating conflict-sensitive approaches in evaluations is desirable.
  • Experience working in Ukraine.
  • Experience in integrating participatory and learning-focused approaches in evaluations is desirable.
  • Fluency in oral and written English required. Fluency in Russian and/or Ukrainian is required.
  • Knowledge of OHCHR is desirable.

The tentative schedule for the evaluation is between 01 September and 15 December 2023.
