Short Term Consultant - Annual Performance Report

Introduction

1. The Global Environment Facility (GEF) provides support to address global environmental concerns related to biodiversity, climate change, international waters, land degradation, the ozone layer, chemicals and waste. Since its inception in 1991, the GEF has provided developing countries and countries with economies in transition US $ 16 billion in grants. The GEF Independent Evaluation Office (IEO) has a central role in ensuring the independent evaluation function within the GEF. The Evaluation Office: 

  • Sets minimum requirements for M&E,
  • Ensures oversight of the quality of M&E systems at program and project levels, and
  • Shares evaluative evidence within the GEF.

2. The GEF IEO is responsible for undertaking independent evaluations that involve a set of projects, programs, policies or processes. The selected candidate will work at the GEF IEO and contribute to its work related to the Annual Performance Report (APR) 2018.

3. The GEF IEO is based in Washington DC. It is administered by the World Bank but it is independent of its management as well as the management of the GEF.  Its Director reports directly to the GEF Council, the GEF governing body. Responsibilities and Accountabilities

4. Following will be your responsibilities and accountabilities:

  • Assist the team leader of the performance team in preparation of the annual performance report (APR) by coordinating the terminal evaluation review process, carrying out the underlying quantitative analysis, coordinating the preparation of management action records, and preparing synthesis products on some of the issues covered by the report. Prepare and manage APR 2018 related dataset.
  • Assist in conduct of the portfolio review of the completed GEF projects on transportation. The work would include assistance in conduct of interviews, data analysis, and preparation of intermediary products.
  • Other tasks depending on the evolving support requirements of the IEO.

Eligibility, compensation, and other arrangements

5. The position is at the entry level. It is required that the applicants have a master’s degree with some international development and evaluation experience (two-three years of experience). Candidates that have strong quantitative skills and demonstrate advanced academic preparation in the area will be preferred. It is also expected that the candidates have excellent writing skills and can present a complex analysis in a lucid and consistent manner. Fluency in English (reading, writing, speaking) is required. Fluency in Spanish and/French would be an added advantage.

6. The selected candidate will be paid as per the World Bank Group rules.

7. The selected candidate will be based in Washington DC and will work at the GEF IEO for the duration of the contract.

8. Out of station travel is not anticipated for this consultancy. In case travel is necessary, it will be done following the World Bank rules and procedures. Separate and specific terms of reference will be provided for such trips.

9. The GEF Evaluation Office requires that all consultants sign a “Declaration of Interest” in which the consultant explains any previous involvement with the GEF (Annex 1 of “GEF Evaluation Office Ethical Guidelines,” November 6, 2006).

Contract duration

10. The contract is of 150 work days duration and will last through June 30th 2019.
