The ILO Evaluation Office seeks expressions of interest from qualified independent evaluators, teams or consulting firms to conduct quality appraisals on a rolling basis of the independent evaluation reports that it receives.
 
The deadline to submit proposals for the evaluation is by close of business on 12 October 2018. Applicants should submit their proposals via e-mail to eval@ilo.org and copy to russon@ilo.org and indicate “Rolling Quality Appraisals” in the e-mail’s subject line.
 
Purpose: The contractor will use the rating protocols reviewed during start-up to obtain a QA score for each report. The QA will, essentially, validate the EVAL’s review of project evaluation reports. In addition, the consultants will send a short questionnaire to the concerned Evaluation Manager to determine his or her compliance with evaluation policy guidelines. Such an approach would enable EVAL to detect quality issues quickly and to take immediate action to address them.
 
Qualifications of the Evaluators

1. Adequate Contextual Knowledge of the UN and the ILO;
2. Adequate Technical Specialization: Demonstrated knowledge and expertise of labour and industrial relations topics;
3. At least 10 years’ experience in evaluation of development cooperation projects;
4. Expertise in qualitative and quantitative evaluation methods and an understanding of issues related to validity and reliability;
5. Fluency in spoken and written English and capacity to handle reports written in French and Spanish.

Interested parties are request to submit an Expression of Interest (EoI) including: a cover letter explaining what kind of expertise would be mobilized to undertake the evaluation, how the candidate(s) meet(s) the desired profile, CV(s) and availability.
