This particular study was commissioned with a view to identifying viable
options for supporting the programme within the framework of the proposal made
by the Ministry of Public Service, Labour and Social Welfare. The study sought
to: review the BEAM disbursement modality; review the current selection process
of BEAM and to propose strategies for strengthening the system where
appropriate; assess the relevance and appropriateness of BEAM’s existing
Monitoring and Evaluation system, with a focus on the Management Information
System; identify capacity gaps in BEAM operations and recommend ways of
addressing gaps and propose options for supporting BEAM through the Programme
of Support for OVCs.
