During the inception period for the study, a number of internationally recognized EMIS evaluation frameworks were examined: SABER, ED-DQAF and MEPF. The Evaluation framework adopted for the study is based on the World Bank’s SABER methodology, while drawing on the MEPF to introduce an expanded set of elements related to the local use of EMIS/SMIS for evidence-based decision making and for dealing with OOSC.
The Evaluability Framework for stage 1 included two broad categories of elements:
● The first pertained to potential of the EMIS/SMIS to be a source of Best Practices on local use of EMIS/SMIS for evidence-based decision making and for dealing with OOSC.
● The second set of criteria related to the supportive conditions and environment needed to facilitate the detailed evaluation in Stage 2, including measures needed to address security issues.
The following EMISs participated in Stage 1: Provinces of Pakistan – Baluchistan, Punjab, KP, Sindh; Maldives; State of India – Andhra Pradesh.
The evaluability assessment involved an information gathering exercise for each of the 6 participating EMISs, and analysis by the IEE engaged by Cambridge Education for preparation of the Evaluability Assessment recommendations. Throughout, UNICEF country and field offices liaised with EMIS authorities to facilitate the information gathering process.
Steps included:
1. Completion of the Evaluability Questionnaire developed during the Inception Phase by authorities responsible for each EMIS, providing detailed information on the EMIS/SMIS, actions carried out and impacts.
2. Response by authorities responsible for each EMIS to follow-up questions based on a preliminary review of EQ responses by the IEE,
3. Participation by authorities responsible for each EMIS in a SKYPE call with the IEE for further clarifications as needed;
4. Provision by EMIS authorities of requested documentation, where available, supplemented by online searches by the IEE.
