The analysis will focus on establishing the chances of success or failure of the feasibility of conducting an evaluation of UNICEF contributions to the ChCC. Specifically, it must be determined whether or not UNICEF's contribution is properly defined and whether its results are verifiable, as well as identifying the best way to answer the evaluation questions.
Feasibility analysis is understood as the extent to which an activity or project can be reliably and credibly evaluated.
The feasibility analysis includes the identification of different elements that would make the evaluation phase viable, as well as the analysis of preliminary studies regarding the object of study; In this phase, the scope must be defined, which includes an analysis of the time required, logistics and resources, in addition to raising the points of view of relevant actors and interested in the evaluation.
Another central aspect in the feasibility analysis is the availability of data for evaluability, that is, if a topic can be evaluated by fulfilling a series of methodological requirements to carry out an evaluation. There could be various barriers related to the data that must be announced in this phase, generating a recommendation regarding which methodological approach is more appropriate: evaluation, review, study, research, etc. It should be noted that it is also possible to conclude, as a result of the analysis, that a topic is not feasible for evaluation.
Also, this phase should consider potential partnerships to conduct the assessment with other stakeholders such as government, civil society, and other intended beneficiaries. With this, mutual responsibility for the results and their subsequent use is promoted.
Finally, it is expected that this analysis phase will focus on the evaluability of the theory of change, the availability of data and the usefulness of the evaluation.
