Evaluation of the UNICEF Philippines WASH Programme from 2012 to 2020

Overview

This formative evaluation will focus on the WASH Programme component of the GPH-UNICEF Country Programme for Children from 2012 -2020 (9 years). This will cover the entire 7th Country Programme 2012-18 and the first two years (2019-2020) of the 8th Country Programme 2019-2023.

It will generate learning from the implementation and results of the UNICEF Philippines WASH Programme 2012-2020 to influence the government’s (both National and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) policies, strategies, and funding priorities in order to improve the water, sanitation, and hygiene situation in the Philippines. In particular, the evaluation will inform UNICEF and government on:
• Adjustments to the GPH-UNICEF 8th Country Programme to refine GPH-UNICEF WASH programme strategy, in relation to the Supreme Court ruling on the joint Mandanas-Garcia petitions, Universal Health Care Law, the formation of the new BARMM Government following the Bangsamoro Organic Law, and other upcoming WASH institutional reforms; and
• Advocacy efforts to solicit support to the roll-out and funding of the “Master Plan for Water Supply and Sanitation”; policy amendments, i.e., Sanitation Code; and sustainability/scale up of proven effective WASH approaches, e.g. PHATSS, WinS and integrated WASH programming and governance in the context of the COVID-19 pandemic, applicability in the BARMM.

The evaluation objectives are:
1. Assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the WASH Programme component of the GPH-UNICEF 7th (2012-2018) and 8th (2019-2023) country programmes
2. Assess the effectiveness and efficiency to the WASH programme with the move to ‘integrated’ cross-sector programming approach as part of the 8th Country Programme (year 1-2, 2019 and 2020);
3. Identify lessons learned and recommendations to support UNICEF WASH interventions and make any adjustments to the CPC8 results structure and WASH programme.
