The purpose of this evaluation is both summative and formative. On the one hand, the evaluation will contribute to determine the extent to which the technical assistance has contributed strengthening PFM systems and processes of MSWRR. The evaluation will consider the project’s approach, results framework, activities, time-frame, M&E, etc. over the entire duration of the project. To the extent possible , it will consider the linkages between PFM improvements and enhanced results in service delivery for children, mothers and vulnerable groups. On the other hand, the evaluation will help UNICEF explore ways to improve its support to PF4C in Myanmar. The evaluation will be used to inform the strategic direction of UNICEF’s support in the upcoming Multi-Year Work-Plan, within the 2018-2022 Country Programme. It will allow to identify lessons, good practices and innovations for scaling up the support provided to the Government.
The objectives of the evaluation include the following:
• Analyse the strategies used by UNICEF Myanmar and re-construct the theory of change behind the provision of technical assistance to strengthen PFM of MSWRR, to improve essential social services for children, mothers and other vulnerable groups;
• Assess the overall quality and value of the technical assistance, across the five PFM project’s components: (1) Awareness and buy-in, (2) Planning, (3) Budgeting, (4) Reporting and accounting, and (5) Evidence generation and advocacy;
• Examine the evolution of the project’s technical assistance, its likely impact and sustainability, both at the national as well as the sub-national level; and
• Draw lessons learned, identify good practices and innovations that can be applied to future interventions in the area of PF4C.
