Firstly, this exercise served to take stock of the Joint Programme to date
which will support and guide the planning process and future implementation of
the Programme. Secondly it will, together with the end-of-programme evaluation,
provide a key reference to assess the extent to which the Joint Civil Society
Programme has achieved the expected results and contributed to the increased
capacity of the Government of Mozambique and other duty bearers to respect,
protect and fulfill children’s rights.
Following is the list of indicators for which data was collected as part of
this exercise:
1. Percentage of partners whose organisational capacity has increased by at
least one point (in a 1-4 scale) in the McKinsey capacity assessment grid (with
reference to grid used by FDC in 2006
2. Percentage of partner organisations that have in place an M&E system/plan of
good quality (quality assessed on the basis of a number of pre-defined
characteristic such as: i) make use of programme log-frame or similar planning
and management tools; ii) assign clear M&E responsibilities to staff (both for
programme staff and at central level; iii) identify appropriate data collection
tools; iv) include clear provision of data flow, data management and use of
findings.
3. Extent to which human-right based approach principles are applied throughout
the programming process.
4. Quality of the advocacy and lobbying activities of CBO and CSO partners.
