The main goal of this report is to conduct a rapid review of these models, both
programmatically and financially. The evaluation will look at four
supplemental models adopted in various locations. These models are:
1. parenting programs, either within the scope of an existing kindergarten, or
in another setting
2. early childhood pre-school programs using child friendly, action learning
methods using existing secondary school buildings
3. special extended-hour services and part-time classes for working parents and
poor families
4. privately established and operated pre-schools (for profit).
