To document all elements of the CIP model which has been piloted in project
provinces;
To assess what the pilot models have achieved in terms of impacts (focusing
both on intermediate outcomes and final impacts), and identify
bottlenecks/constraints to the development of the pilot model;
To assess the project design and relevance of the model, and suggest
improvements if applicable;
To identify which interventions could be sustained without further UNICEF
financial support; and,
To inform the development of strategies for provincial and national government
to bring the CIP model, or elements of it, to scale.
The scope of this review covers all six project provinces , at all levels of
the project administration from provincial to commune level over the complete
duration of the project from 2003 to date. The assessment covers all aspects
of the pilot model from project design and planning, through management,
implementation and M&E, to model outcomes and impacts. To allow attribution of
project impacts in pilot communes, and to assess the role of province and
district – wide communication activities, communes which were not seeing the
implementation of the pilot models were also included (greater discussion of
this is included in the methodology).
