Child Protection needs have increased throughout the region. Home-based quarantine has put thousands
of women and children at heightened risk of domestic and sexual violence, being confined with their
aggressors. In countries such as Argentina, Colombia and Mexico, the number of calls to emergency
hotlines for domestic violence has increased between 60% and 80% compared to last year. Child Protection
Interventions have had to be adapted to reach children and adolescents remotely to provide psychosocial
support and UNICEF has been called upon to help in adapting care protocols in residential care, detention
centers, migrant and refugee shelters, among others. In addition, in view of the possible increase in cases of
violence as part of the socioeconomic effects of COVID 19, child helplines need to be strengthened.
Migrant and displaced children are at heightened risk to the immediate and socio-economic impacts of
COVID-19.
The objective of the RTA is to inform a forward-looking reflection on the current implementation of the
country office response to COVID-19. It will include an assessment of the effect of the COVID-19 pandemic
on basic services, particularly for the most vulnerable population and of activity initiated as a response to
COVID-19. Also, the RTA will gauge the implications of COVID-19 response upon UNICEF’s regular/pre-COVID-
19 programme delivery (the eventual extent of their repurposing for responding to COVID-19), the quality of
the related delivery, while also providing early insights on the outcomes achieved. Findings will be further
consolidated across countries and regions, with a view to identify trends and generate cross-country
learning and timely actions to strengthen the ongoing response.
