Institution Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is dedicated to banning nuclear test explosions by everyone, everywhere: above ground, under water and underground. Headquartered in Vienna, Austria, the CTBTO was established to prepare for the entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It promotes the Treaty’s universal adoption and operates a robust global monitoring system to detect nuclear explosions. 

With near-universal support, the CTBT has fostered a strong international norm against nuclear testing. Although the Treaty has yet to enter into force, its monitoring system already offers benefits beyond its core mission, such as providing data for tsunami warnings and climate research, highlighting the Organization's broader commitment to global security.
 

Evaluation Function

The function of the Quality Management and Performance Monitoring (QMPM) Section is to enhance the efficiency, effectiveness, transparency, and accountability of the Organization and its programmes. This is achieved through quality management, performance monitoring, and evaluation.

QMPM ensures that the CTBTO has effective procedures in place to monitor, assess, and report on the overall performance of the Organization's verification system. These quality management and performance monitoring efforts give States Signatories confidence in the reliable functioning of the CTBTO and the quality of its products and services.

The evaluation programme also oversees the progressive commissioning process, providing impartial reports to States Signatories.
