Overview
The UNFPA Evaluation Office conducted a meta-analysis on the engagement of UNFPA in highly vulnerable contexts based on a cluster of six country programme evaluations (Bangladesh, Haiti, DRC, Liberia, Myanmar, and Nepal) with two standard evaluation questions on relevance and effectiveness. The document review, interviews and surveys extended to other 25 countries that UNFPA considers as priorities for humanitarian work.
The analysis aimed to provide a broader understanding of UNFPA's work in highly vulnerable contexts and inform future humanitarian efforts. Focusing on the UNFPA Strategic Plan 2018-2021, the analysis drew lessons from the performance of UNFPA engagement in highly vulnerable contexts based on six country program evaluations. It also validated and complemented these findings through additional data collection and analysis to reach generalizable conclusions. Finally, it proposed strategic and operational recommendations for future UNFPA programs and interventions in highly vulnerable contexts.
