Overview
The overarching objective of this evaluation was to assess the relevance and performance of the MM4P programme to date. This was necessary to help UNCDF and its funding partners meet their accountability and learning objectives; to support ongoing attempts by the programme and its funders to capture good practice and emerging lessons in DFS programming; and to provide forward-looking operational and strategic recommendations that inform the remaining years of MM4P’s implementation, or subsequent UNCDF programming. The scope of the evaluation covered the full DAC evaluation criteria of relevance, efficiency, effectively, likelihood of impact and sustainability. However, the evaluation focused on going beyond an assessment of whether UNCDF is executing and managing the programme appropriately, toward an assessment of the appropriateness of MM4P as the right approach to achieving the higher-level objectives that were framed in the initial phase of its design.
