Uganda Country Strategy and Programme Evaluation
Overview
This is the second Country Strategy and Programme Evaluation (CSPE) conducted by the Independent Office of Evaluation (IOE) in the Republic of Uganda, covering the period from 2013 to 2020. The country programme’s overall objective was to reduce rural poverty, with a focus on regional poverty dimensions in the north and east as well as on value chain approaches. The evaluation found that the country programme contributed to increasing household incomes by as much as 226 per cent, in one project, and helped achieve results in terms of productivity, access to markets and rural financial services, mainly through the provision of community access roads. Although human and social capital have improved, systematic routine data collection efforts were often missing and the reach of household mentoring methodologies was limited. Moving forward, the evaluation recommends expanding IFAD’s effective value chain approach to other commodities, mainstreaming climate change more extensively, providing more transformative interventions aimed at women and young people, developing a non-lending strategy that systematizes knowledge-management and strengthening monitoring and evaluation systems.Report Details
