This concept note was a preliminary attempt at consolidating our growing understanding of CRE and developing CRE as a potential evaluative criteria to guide development aid evaluations. The note identifies a range of questions in efforts to lower the ‘barriers to entry’ for institutions and individuals to make their evaluation practices more equitable and inclusive. It is intended to facilitate reflection and dialogue about CRE within UNEG and potentially test the core elements of the criteria with 2-3 international evaluators who are recognized and reputed in the field of CRE. This will serve as a validity check.
