The overarching objective of the course is to strengthen key evaluation-related competencies as identified in the UNEG Competency Framework (ECF) to support the delivery and use of high-quality evaluations.

The primary target audience of the UNEG Evaluation Certificate Course is aspiring intermediate-level evaluation officers, as defined in the UNEG ECF, who either work in centralized evaluation units of UN agencies, or at the decentralized level (e.g., country or regional offices, or other units performing a decentralized evaluation function). For the course’s initial roll-out in 2024 it will only be open to UNEG centralized and decentralized evaluation staff. In 2025 the intention is to make the course available to a wider audience.
The course consists of an introductory module and seven content specific modules, each representing a phase in the evaluation process and a building block for the subsequent module. The modules combine reading, videos, checks for understanding and, where relevant, links to guidance documents and examples. An end-of-course knowledge test is used to certify achievement of the course’s learning objectives.
The course is estimated to have 12 to 15 learning hours.
