Re-hatting provided a short-term solution by immediately providing forces on the ground to work towards creating safe and secure environment, but the disproportionate involvement of poorly trained re-hatted troops in human rights violations including sexual exploitation and abuse, along with limited capacity to implement assigned tasks imposed negative reputational and operational costs upon the United Nations.
