The post is located in the Evaluation Section of the Internal Oversight Division (IOD). IOD serves as an independent and objective reviewer of WIPO operations and activities based on risk and relevance to WIPO management and constituencies, with a view to promoting the economy, efficiency, effectiveness, and impact of the Secretariat’s work.
As Head of the Evaluation Section, the incumbent manages IOD's evaluation activities as defined in WIPO’s Internal Oversight Charter and IOD’s Evaluation Policy.
The Head of the Section leads, directs, and coordinates IOD's evaluation activities, ensuring they meet the United Nations Evaluation Group (UNEG) standards. The Head also determines evaluation concepts, frameworks, and methodologies and organizes and monitors their implementation per agreed-upon policy. S/he contributes to the management of the Internal Oversight Division by providing substantive input into the planning, budgeting, and reporting on the WIPO Evaluation Section and participates in UNEG’s annual work plan and inter-agency cooperation as part of UNEG working groups to strengthen evaluation practice within the UN.
The incumbent performs the following principal duties:
a. Conducts, leads and/or manages different types of corporate evaluations as per the IOD’s Annual Oversight Plan, including thematic, program, institutional evaluations, as well as other evaluative exercises relevant to WIPO’s mandate; ensures that evaluations meet high professional standards in line with the IOD Evaluation Policy (2025) and UNEG Norms and Standards; closely liaises with other WIPO units or external partners when conducting evaluations to ensure a high degree of utility; monitors and tracks the implementation of Evaluation recommendations by management.
b. Develops terms of reference and budget for evaluations; constitutes and chairs evaluation reference groups; approves the scope, approach, and methodology of evaluations; assures quality and pre-approves all evaluation deliverables before the review by the Director, IOD.
c. Keeps abreast of developments and innovations in evaluation and ensures that relevant evaluation techniques and approaches are applied in the conduct of evaluative exercises.
d. Undertakes effective managerial/supervisory functions of the Evaluation Section of IOD by managing the budget of the Section, determining priorities and allocating resources, preparing budget proposals for the Section, leading, planning and controlling the work program of the Section, and ensuring alignment with the organizational priorities cascaded from the Director, IOD; in this context, formulates, cascades, implements, and reports on the priorities of the Section; supports the Director, IOD on other special projects and assignments.
e. Assigns responsibilities to staff under her/his supervision, maintaining a comprehensive understanding and tracking system; ensures performance and outcome expectations are transparent; motivates staff under their supervision and holds them accountable; ensures suitable monitoring of results, performance, and timely completion of relevant reporting and feedback processes.
f. Leads the preparation of IOD’s costed evaluation plans, provides substantive input into the preparation of the broader IOD budget, and contributes to the management of human resources at IOD, including acting as OIC for the Director of IOD, as required.
g. Leads substantive input into IOD’s reporting, including the annual report on evaluation to the Program and Budget Committee and the General Assembly and presentations and updates to the Senior Management Team, Independent Advisory and Oversight Committee, and Member State Representatives, as required.
h. Performs such other tasks as required by the Director, IOD.
