In 2024, the Independent Office of Evaluation of IFAD conducted a thematic evaluation on IFAD’s support to gender equality and women’s empowerment (GEWE). The evaluation covers the period since 2012, when IFAD approved its first gender policy.
The report concludes that IFAD’s gender policy and plan align with global gender strategies, including the 2030 Agenda and the efforts of comparator organizations, and are coherent with the Fund’s broader priorities.
In terms of performance in achieving its strategic objectives in the field of gender, IFAD has established good practices and achieved results in promoting the economic empowerment of women and men. However, for example, projects do not usually include assessment of support to fairer distribution of workload and benefits between rural women and men, although this is crucial to GEWE. The growth in human resources in the IFAD gender and social inclusion team has not kept pace with its increase in workload and ambitious replenishment commitments.
The thematic evaluation recommends, among other things, that IFAD reinforce efforts to address the root causes of gender inequality and leverage GEWE results through non-lending activities. The Fund should also develop metrics for GEWE goals and ensure adequate human resources are in place to advance its GEWE priorities.
