Overview
The purpose of the evaluation was dual: to gather elements of judgment and evidence to assess the performance of the portfolio and to generate knowledge based on the experience. The specific objectives of the evaluation included: (i) to assess the efficiency of the portfolio; (ii) determine the relevance and appropriateness of the portfolio in terms of conflict triggers, the degree of alignment with national peacebuilding priorities and the degree of adequacy in addressing gender and youth issues; (iii) to assess the contribution of the portfolio to the reduction of conflict triggers in El Salvador, as well as to the progress in the fulfillment of the SDGs, particularly SDG 16; (iv) to estimate the contributions to the promotion of the Women, Peace and Security (WPS) Agenda; (v) to assess the degree of implementation of the conflict sensitivity approach; (vi) to document good practices, innovations and lessons learned; and, (vii) to provide applicable recommendations for future eligibility exercises and/or peacebuilding programs.
