he Review revealed that the Strategy provides a relevant yet flexible strategic direction and is becoming a reference point for UNESCO’s programmatic work on Youth, for example as a tool for fundraising purposes. However, it also showed that UNESCO still needs to focus the OSY’s implementation more explicitly on the Organization’s areas of comparative strengths and consolidate several aspects of its operationalisation. The Review found evidence of many innovative and effective practices for youth empowerment and participation on the ground, indicating that these were highly valued by stakeholders, and often took place in the framework of inter-sectoral work. It also demonstrated signs of impact going beyond the intended objectives of youth initiatives, which are, however, not sufficiently captured in UNESCO reporting processes.
