Independent Evaluation of “ILO Action Plan for Gender Equality 2022– 25”

The Evaluation Office of the International Labour Organisation (ILO/ ILO-EVAL) is seeking expressions of interest from a qualified consultant to conduct an Independent Evaluation of the ILO Action Plan for Gender Equality 2022–25.

Type of contract: External Collaboration Contract

Expected duration of assignment: The level of effort for this assignment is estimated at 30-35 days over a period of 3 months (February-April 2025). It is anticipated that most of the data collection will be done online with some possible travel to Geneva.

The Evaluator should have the following qualifications:

Contextual knowledge of the UN system in general and the ILO specifically;

  • At least 7 years’ demonstrable experience in evaluating strategies, policies, programmes and projects at the international level related to gender equality, or comparative experience;
  • Experience in conducting evaluations for UN organizations, including, ideally, corporate level, strategy and programme evaluations across countries;
  • Demonstrated knowledge of gender equality;
  • Advanced understanding of ILO cross-cutting issues (international labour standards, social dialogue and tripartism, gender equality, disability inclusion, and non- discrimination, environmental sustainability);
  • Excellent analytical and communication skills;
  • Demonstrated ability to deliver quality results within strict deadlines;
  • Advanced university degree in social sciences or related graduate qualifications;
  • Expertise in qualitative and quantitative evaluation methods; experience of utilizing online methodologies of data collection would be an asset.
  • Familiarity with the ILO's procedures and tripartite structure, normative and social dialogue mandate, would be a significant advantage;
  • Understanding of the UN system, the UN evaluation norms and standards is desirable.
  • Past performance with the ILO/UN in evaluation work

The evaluator(s) must have no previous involvement in the design or delivery of the ILO Action Plan for Gender Equality 2022-2025.
