Overview

Growing concern about illicit financial flows (IFFs) and their negative impact on development materialized in the insertion of Target 16.4 in the Sustainable Development Agenda in 2015. IFFs were framed under Sustainable Development Goal (SDG) 16 on Peace, Justice and Strong Institutions, and the associated target was defined as a significant reduction of illicit financial and arms flows, strengthening the recovery and return of stolen assets and combating all forms of organised crime by 2030. To monitor progress on this target, Indicator 16.4.1 was defined as the USD value of inward and outward IFFs. Indicator 16.4.1 was a Tier III indicator at the time of launching the 2030 Agenda, meaning that no internationally established methodology to measure IFFs was available despite decades of attempts. This project aimed at strengthening the statistical capacity of African governments and other stakeholders to define, measure and disseminate statistics on IFFs that would enhance the data infrastructure required for the 2030 Agenda for Sustainable Development, and support evidence-based policy recommendations in this area. This is to be done by strengthening methodological and analytical capacity of selected African countries, civil society organizations and international organizations to harmonize definitions, estimate and report on IFFs; enhancing capacity of African policy makers and other stakeholders to use harmonized definitions and methodologies to collect and disseminate comparable IFF statistics; and raising awareness and engagement amongst African stakeholders on the methodology to monitor IFFs and its utility.
