The Office of the United Nations High Commissioner for Refugees (UNHCR) was founded in 1950 with a mandate to lead and coordinate international efforts to protect the rights and well-being of refugees and find solutions to refugee situations. Following a risk assessment to identify Secretariat programme priorities, OIOS selected UNHCR for evaluation in 2014-15 and decided to focus the assessment on the relevance, efficiency, effectiveness and impact of UNHCR towards achieving its mandate in protection, assistance and solutions in emergency and non-emergency contexts, with a focus on durable solutions for protracted situation. The inception paper describes the context and criteria against which OIOS has defined the terms of reference of the evaluation, and details the evaluation questions and methodology.
