The conflict in Ukraine has damaged cities and communities and their critical infrastructure, especially housing and energy generation. The cities of Kharkiv and Mykolaiv are near to the front lines and subject to daily attacks . In this context the United Nations Economic Commission for Europe (UNECE) is implementing the UN4UkrainianCities project (E423) to support the cities to develop and implement their urban concept master plans including pilot projects, as well as national policy changes for sustainable housing and urban development. The project was launched in April 2023 with funding of USD $5m from the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and supported by the German Corporation for International Cooperation (GIZ) .
The evaluation has gauged, in a systematic and objective manner, the extent to which the objectives of the UNECE project were achieved, including the relevance, coherence, effectiveness, efficiency, and sustainability of results. The scope of the evaluation is the full implementation period from July 2023 to December 2024. In particular the evaluation focused on the extent to which the project enhanced urban planning capacities of Kharkiv and Mykolaiv, and helped to improve stakeholders’ understanding of opportunities and challenges related to urban planning and reconstruction and helped to create integrated solutions for the complex challenge of economic recovery and urban reconstruction amidst an ongoing conflict.
