Overview
The Value for Money Assessment of the Spotlight Initiative responds to observations in the European Court of Auditors’ Special Report on the Spotlight Initiative. It assesses the economy, efficiency, effectiveness and equity of the Spotlight Initiative, to inform the evaluation. It also contributes to the emerging body of work on assessment of value for money of complex programmes with a focus on social and behavioural change.
