This independent evaluation assessed whether the GCF’s approach and investments in the African States have been effective in promoting a paradigm shift towards low-emission and climate-resilient development pathways.This evaluation assessed whether and the extent to which GCF approaches and investments were effective in contributing to the objectives of the UNFCCC and other global and regional agendas. It examined the GCF’s effectiveness and efficiency in reducing the vulnerability of local communities and livelihoods to the effects of climate change, and promoting a paradigm shift toward low emission and climate resilient development pathways in Africa. It considered matters of innovation, replicability and scalability, ascertaining whether positive impacts were likely to be sustained. The evaluation was undertaken with consideration for diverse stakeholders, including civil society and the private sector. It also recognized the heterogenous situation of African states and explored how these differences had informed, enabled or constrained their engagement with the GCF.
