The new National Basic Social Security Strategy, or ENSSB II, covering the period 2016-2024, includes a child-sensitive framework and seeks to improve child wellbeing outcomes, including reduction of childhood malnutrition. The ENSSB II expands the existing PSSB to include a CG component, targeting a) children in early childhood, known as the ‘Subsídio de Primeira Infância’ or early childhood allowance, b) child-headed households and c) orphaned children in poor and vulnerable households. The objectives of the ‘Subsídio da Primeira Infância’ aim to contribute to the development of human capital more broadly alongside addressing stunting and malnutrition, as well as prevent and respond to social risks, including violence, abuse, exploitation, discrimination and social exclusion, through the social welfare system.
