In August 2009, Makary Consulting, as an external evaluator is assigned by UNICEF to conduct an assessment
study of the Revolving Fund Program (RFP) component, in terms of implementation and implication with
special reference to women and children, and therefore to propose a future vision strategy through
designing and proposing a simple and practical participatory mechanism, involving all stakeholders, which
would ensure both institutional sustainability and financial sustainability of the revolving program.
In this respect, three governorates, Assuit, Qena and Sohag (i.e. study areas), and nine districts are included.
Within each district two villages/one village are selected by UNICEF as targeted villages.
The key objectives of the study are identified as follows;
• Assess the performance of the revolving program in the study area in terms of implementation and
implication and the impact of the program on hygiene practices of household, with special reference
to women and children;
• Build a future vision strategy for the revolving fund program through designing and proposing a
simple and practical participatory mechanism, involving all stakeholders, which would ensure both
institutional sustainability and financial sustainability of the revolving program.
