The evaluation study sought to assess the impact of the implementation of COBET
on the provision of basic education in the five pilot districts especially with
regard to improvement in access to basic education by vulnerable groups such as
orphans and adolescent girls. The study also sought to assess the influence of
the implementation of COBET on basic education conceptions, perceptions and
practices in general, but especially with regard to the extent to
which it occasioned critical reflection on the content and mode of delivery of
basic education in mainstream primary schools.
