The objective of the independent evaluation of the UNICEF country programme (2015 - 2020) is to produce an independent and useful evaluation report that provides accountability, learning, efficiency and effectiveness. The evaluation will provide accountability to UNICEF, donors, the Government of Tunisia, communities and rights-holders with respect to whether UNICEF, through the implementation of the country programme document, is fit for purpose and strategically well positioned to respond to the challenges in the realisation of children' s rights at both at national and subnational levels. The Country Office is especially interested to understand if the evidence created throughout the programming cycle has informed policy or programmatic shifts and if the new models introduced as pilots are best practices that can be replicated. The effect of the restructuring of the programme and office structure following the Mid Term Review should be assessed as well as the question if UNICEF has been able to advance equity issues. The evaluation will assess key results achieved and strategies applied within the current UNICEF country programme as articulated through the Country Programme Document and adjusted following the revised 2019 - 2020 Mid-Term Review as per the Programme Strategy Note. It will cover the three components planned, adjusted and implemented during the period 2015 – 2020. The management of the programme and the monitoring and reporting system are part of the scope.Besides the assessment of the intended effects of the programme, the evaluation also aims at identifying potential unintended effects. As a complement to the assessment of the programme components, the evaluation team will also assess the programme monitoring and evaluation system.
