Creating Effective Learning Environments for Disadvantaged Children

Overview

The evaluation was undertaken to make a final assessment of project outputs and outcomes. The evaluation also sought to assess the degree to which a right balance between both processes and outcomes was facilitated, and between financial implementation and promotion of self-reliant and rights-based development.

The specific objectives of the evaluation were as follows:

a) To determine the extent to which the project has met its objectives at the different levels.
b) To identify the original project objectives, any amendments and how such amendments have influenced project implementation.
c) To carry out a complete audit of all the schools supported, including an assessment of the kind of support given to each school and the amount of funding per school.
d) To determine the extent to which the pupil to textbook ratio was reduced in the districts that benefited from the project.
e) To determine the extent to which SDC chairpersons and school heads teachers in the selected schools were trained in construction supervision, preventive maintenance and community capacity development.
f) To determine whether supervisory handbooks on construction and maintenance of facilities, and management of teaching and learning materials were developed and distributed to all schools.
g) To assess the utilization of the financial contribution by RNE in relation to the project proposal as well as the contractual agreement.
h) To assess the efficiency of use and effectiveness of other program/project inputs
i) such as supplies and consultancy services.

The evaluation addressed all of the above terms of reference except c). This was because the task was beyond the scope of an evaluation and also RNE was at that time planning to conduct an audit of the project. The evaluation gives expenditure per sample school as well as a financial utilisation report.
