The overall purpose of the developmental evaluation (Phase II) is to bring evaluative thinking, logic, and tools to support innovation and adaptive management. This support will facilitate continuous learning and rapid real-time feedback to accompany the change process. It should also prompt course correction along the way, drawing lessons that should be relevant beyond UNICEF Malawi. This purpose can be considered as preformative and is focused on emerging ideas and the period of exploration in search of a potential model.
