Overview

The Pacific region, home to a diverse population with over half under the age of 25, faces unique challenges and opportunities. With approximately 5 million young people more inclined to adopt new technologies, and recognizing the need for innovative approaches to protect the wellbeing and rights of children, UNICEF Pacific is leveraging this trend to enhance outcomes across its multi-country programme.
UNICEF Pacific has established an innovation and T4D specialist position, and a national T4D officer. Its T4D strategy note outlines three key priorities: digital platforms for citizen feedback, strengthened government systems through digital transformation, and enhanced digital literacy. To streamline these initiatives, a standard operating procedure for deploying digital solutions was endorsed by senior management.
Currently, 110 T4D and innovation initiatives are catalogued in UNICEF’s INVENT database, spanning 14 countries and territories in the Pacific. Over the past five years, UNICEF Pacific's digital transformation expenditures have consistently exceeded regional and global rates, with a significant portion allocated to data analysis, particularly the Multiple Indicator Cluster Surveys (MICS), and innovation efforts.
This evaluability assessment is a crucial step in preparing for a future evaluation of UNICEF's T4D investments in the Pacific. It provides a comprehensive overview of the sub-region's technological initiatives and addresses critical questions of interest to stakeholders. By doing so, it offers the programme and its evaluators valuable insights to guide the scoping and conduct of the formative evaluation, helping to identify challenges and opportunities for T4D in the Pacific. This, in turn, will enable more targeted and effective evaluations, ultimately enhancing the impact of T4D initiatives on children and communities in the region.
