The plan is in its last year of implementation, which represents a unique opportunity for the government of Paraguay and UNICEF Paraguay. In that sense, the evaluation of the Plan will allow an in-depth analysis of the plan, identify learning and obtain inputs for the elaboration of a new roadmap for the fulfillment of early childhood rights. Similarly, this also represents an opportunity for UNICEF Paraguay, which has promoted the design process of the Plan since its inception and has accompanied the executing agencies during these years in their different programs and projects. The inputs will also contribute to strengthening the technical support and assistance that UNICEF Paraguay will provide to the government of Paraguay in the development and implementation of the new road map for early childhood. Given the importance for both of them, the evaluation of the Plan will be co-managed by the government of Paraguay through the Ministry of Children and Adolescents and UNICEF Paraguay.
This evaluation responds to the demand of the Government of Paraguay. The main purpose of the evaluation is institutional learning and knowledge generation for the improvement of the next planning cycle of the PNDIPI, contributing to the improvement of the institutionality of early childhood policy. The time frame of the Plan is 2011 to 2020, so this evaluation aims to be a key input for the next planning cycle.
