Background: The key components of this programme are aligned to the Government of Sierra Leone (GoSL)/UNICEF country programmes. The programme is being implemented by the GoSL, through non-governmental organisations (NGOs), local WASH partners and the private sector in the two target districts of Koinadugu and Bonthe. The programme focuses on five main outcome areas: water supply, sanitation, WASH in the institutions (schools), hygiene education and enabling environment.
Purpose: The purpose of the evaluation is in two-fold, focusing on both major dimensions of evaluation, learning and accountability. UNICEF intends to assess the approach used by its partners in order to learn more about the implementation, effectivenesss and sustainability aspects. The programmme completion evaluation is expected to generate evidence based information for decision makers on policies and programme design, improve organizational effectiveness and enhance accountability to the Government, donors and beneficiaries.
Methodology: A mixed method of evaluating the programme for qualitative and quantitative data will be expected to take place. At the core of the proposed approach is this question: How do lessons learned from the GoSL/UNICEF WASH programme implementation guide future programming supported by DGIS? A useful list of guiding questions corresponding to the evaluation domains (Relevance, Efficiency, Effectiveness and Sustainability) will be included in the ToR, helping to outline the scope of the evaluation. After testing their evaluability, the questions presented in the ToR will be formulated as evaluation ’benchmarks’.
