Purpose
The evaluation comes at a time when the UNICEF country programme 2000-2004 is
coming to an end and therefore it is necessary to provide guidance on how
UNICEF and the Ministry of Education can learn from the pilot project so as to
implement effective active learning approaches in more schools and in more
training institutions.
Objectives
Review and describe project implementation in the period of 2000-2004,
Analyse the dominant problems in project implementation, weaknesses and
strengths,
Recommend actions for possible scaling-up and sustainability.
Assess the extent to which the project achieved its objectives
Assess to what extent the project responds to the actual needs of the Education
System of Azerbaijan and to provide policy recommendations.
