The main purpose of this formative evaluation is to generate learning from the implementation and results of the adolescent programming in the promotion of convergence between sectors and targeted actions on specific adolescent issues. In particular, the evaluation is expected to provide evidence on the intersectoral approaches and support for the following three priority areas:
1) Teenage pregnancy, SRH and MHM;
2) Out-of-school adolescents; and
3) Adolescent engagement and empowerment.
The evaluation is expected to generate evidence on ‘what works’ or ‘does not work’ in strengthening the design and implementation of an integrated adolescent programming to inform the next Country Programme for Children (CPC9).
The evaluation is expected to address the following overarching questions:
• What did we intend (or plan) to do?
• What actually happened/what results were achieved?
• What went well, and why?
• What can be improved (and why), and what should we change in the next Country Programme?
For the purposes of this evaluation, it is expected the evaluation team will review the Programme’s theories of change or develop a new one as needed to guide and inform the design and analysis.
