The purpose of the evaluation was to retrospectively assess UNICEF’s performance in implementing the Gender Action Plan (GAP) 2 and 3, as well as the new Gender Policy. The evaluation will also include a forward-looking orientation, providing evidence-based insights to nurture learning and inform UNICEF’s future strategic planning for gender equality and its positioning, reflecting on the current development environment, including the UN Reform and the need to accelerate progress in the Decade of Action toward the 2030 Agenda.
The more specific objectives of the evaluation were as follows:
- To assess the relevance and coherence of the current Gender Policy and the GAPs to support gender equality and adolescent girls’ empowerment from the point of view of UNICEF’s mandate and the organization’s commitments to the UN-SWAP.
- To assess the coherence, effectiveness, efficiency, and sustainability in implementing the gender-related organizational changes and performance enablers of the GAPs across UNICEF policies, practices, systems, programming processes, organizational commitments, and accountability mechanisms.
- To determine the extent to which UNICEF meets the programmatic results set for all children, adolescents and women on gender equality across the five Goal Areas of the Strategic Plan and in both development and humanitarian settings.
