From 1993 to 2001, UNICEF has been providing support to the community
participation component of the PACVU program. Following the evaluation of the
pilot phase that ended in Dec 1995, UNICEF extended its support to activities
in four areas of Ouagadougou.
The purpose of the current evaluation is twofold: assess the activities carried
out so far in the target areas, and improve the partnership approach of UNICEF
in the implemention of its Water and Sanitation Support Program.
The evaluation aims at providing a fair assessment of the results obtained in
the 20th, 21st, 22nd and 27th areas of Ouagadougoudou by the implementing team
in the following aspects:
* Training and sensitization of women trainers;
* Support to income generating activities through microcredits;
* Design, set up and monitoring microprojects identified by the community.
* Sensitization of children as complementary actions to building sanitation
infrastructures in schools.
The specific objectives of the evaluation were to:
* Assess the impacts of the program in the four target areas;
* Assess the matching of the program service delivery with community needs;
* Assess the efficiency of program interventions, especially the
cost-effectiveness;
* Assess the involvement/collaboration of partner institutions vis-à-vis the
implementing team
