Rationale: The evaluation will primarily assess the degree to which the UNICEF Sudan Country Office (SCO) is equipped and prepared to plan for and respond to sudden-onset emergencies and how preparedness actions can be improved to ensure that the response contributes to building resilience among communities and institutions. The evaluation will generate actionable recommendations on how to strengthen ongoing response and recovery efforts and how to improve future preparedness planning and response for recovery after emergencies. The intended users are primarily UNICEF CO, Regional and HQ, Government of Sudan, and implementing partners. Other stakeholders include UN agencies engaged in humanitarian programming, and INGOs/ NGOs operating in Sudan.
Objective: The evaluation is to examine, as systematically and objectively as possible, the relevance, effectiveness, efficiency, coherence, sustainability, and coverage of UNICEF Sudan Country Office's emergency preparedness system. More specifically, the objectives of the evaluation are to:
• Determine UNICEF's emergency response vis-a-vis issues of relevance, effectiveness, efficiency, coherence, sustainability, and UNICEF's contribution to impact where possible.
• Identify and document lessons to strengthen the future preparedness actions of UNICEF Sudan Country Office, to strengthen the resilience of communities and institutions towards the goal of addressing the humanitarian, development, and peace nexus.
