Madagascar CPE is conducted in the penultimate year of the ongoing UNICEF Country Programme in order to feed into the process of developing the new Country Programme. The CPE will focus on the present programme cycle 2015-2019 (extended to 2020) while taking into account initiatives that may have started in the previous programme cycle. As a country-level evaluation of UNICEF, the CPE will focus on the formal UNICEF CPD approved by the Executive Board, but will also consider any changes from the initial CPD during the period under review. The CPE covers initiatives funded by all sources of finance, regular UNICEF resources, donor funds, Government funds, etc.
The CPE will focus, in particular, on issues of relevance and efficiency. In this regard, key questions will be how successful UNICEF was in positioning itself as a strategic partner in the country context, and how it organized itself – in terms of its operational structures and human resources – to deliver its programme of work.
While also addressing effectiveness and relevance, the CPE will seek to draw, to the extent possible, on existing evaluative evidence. Particular attention will be paid to the WASH and Health programmes, which have been the two sector receiving the main bulk of funding during the cycle.
