3.1 Evaluation Purpose: to answer the overall research question on the
program's top-level goal
To assess to what extent the IBHI program led to improved mechanisms of child
protection in the target municipalities. The immediate use of this evaluation
will be to help UNICEF BiH decide about possible extension of this program in
the future. (As some important decisions were being made in this respect during
the Autumn of 2004, the Key Sources Investigation method of this evaluation was
carried out earlier than planned, i.e. during October 2004.)
3.2 Evaluation Objectives: to answer the main research questions
The objective of this evaluation is to report to what extent the program
achieves its objectives and satisfies other subsidiary criteria
(sustainability, impact etc.) and therefore makes a contribution to achieving
its goals.
The goals are listed in section Error! Reference source not found.. They are
extensive, ambitious and quite hard to measure, as indeed is usual for
top-level goals. The program expects only to make a small contribution to
reaching them. Thus this evaluation does not attempt to measure them directly.
This evaluation will conclude that the program contributed to these goals to
the extent that it assesses that the program achieved its outcomes and that the
program outcomes should plausibly contribute to the top-level goals.
