The evaluation seeks to determine the impact of the CFS/ES programming thrusts, to identify required programmatic and operational improvements and the implications for mainstreaming and roll out of the improved approach. The Consultants/Institutions are expected to develop a detailed methodology for conducting the evaluation with amendments and considering the elements listed below as integral components. It is expected that the Consultants/Institutions will submit proposals reflecting the most appropriate evaluation techniques that ensure the internal and external validity of the evaluation results, the adoption of the highest ethical standards of conduct throughout the evaluation process and use of data and evidence to support the findings and recommendations.
